BANDAR SERI BEGAWAN FUTURE OUTLOOK

The organisational environment, within which the Bandar Seri Begawan Municipal Department operates, has becoming so dynamic and complex. Rapid technological change, developmental challenges, and the ever increasing public expectation are included in department's priority agenda. Failing to come up with pragmatic strategies in dealing with these challenges, the department will become irrelevant in the next millennium.

Recognising the dynamism within its environment and the needs to preserve its relevancy, the department has adopted some proactive strategies that are consistent with its manisfesto in its broad mission statement mentioned earlier. The following efforts that being done and will be taken in the future serve as the manifestation of this belief:

  • Venturing partnership based on "corporatism" concept with main business institutions and figures to develop vacant government lands in Bandar Seri Begawan. The projects secured under this arrangement are the Islamic Bank of Brunei Takaful Tower and Multi-Storey Car Park buildings and the  new Persatuan Guru-Guru Melayu Brunei (PGGMB) building.

  • Letting out of land spaces and building lots for business ventures of mutual benefits (to the tenderer and the department) under the concepts of Build, Own and Operate (BOO); Build, Operate and Transfer (BOT); Lease; and others . The Prismavision Billboard Advertisement Panels are built before August 1998 under BOO arrangement; whilst the management and operation of car parking facilities in the Multi-Storey Car Parks and the Commercial and Trade Centre buildings by the Metro Parking (B) Sdn Bhd since the 1st June 1998 is under the lease arrangement.

  • Gradually phasing out operational functions by privatising (in the form of contracting out) services. So far, the department has contracted out the operation of Sungai Akar Dumping Ground, the maintenance of landscaped areas at Car Parks in front of the Istana Nurul Iman and Hijau Baiduri, and the maintenance and cleaning of the Pasar Gadong building and its compound.

  • Increasing efforts to collect unpaid rents, building taxes, parking charges and the like.

  • The Ginger Garden at Tasik Lama Recreation Park.

  • The Open Markets.

  • Reviewing and updating the provisions in the Acts, Rules, and Regulations that no longer meet or relevant to the present needs and requirement. The department had adopted and implemented the followings:

    • "The Comprehensive Licensing Approval Procedure", whereby the department is committed to issue the approval a new licence within 30 (thirty) working days and the approval for licence renewal within 7 (seven) working days effevtive the 1st May 1997.
    • The Client Charter for "Application to put up Signboard and Banner", whereby the department is committed to issue the approval within 7 (seven) working days effective the 16th February 1998.
    • The Client Charter for "Application For Permission to Develop and Use of Land and/ or for the Erection of Buildings or Carrying out Renovation Works or Ammending the Approved Plans" (Stage II), whereby the department is committed to issue the approval within 14 (fourteen) working days effective the 1st April 1998;
    • "The Comprehensive Procedure for Applications for Endorsements on Plans (drawings) from the Members of the Building Development Control Sub-Committee" (known as Stage I of "Application For Permission to Develop and Use of Land and/ or for the Erection of Buildings or Carrying out Renovation Works or Ammending the Approved Plans" ) introduced on the 1st April 1998.
  • Enlarging the area of the Bandar Seri Begawan Municipality.
  • The Central Fish Market.
  • Building up the Bumiputera Gallery.
  • The Master Plan for "the Bandar Seri Begawan Central Area Improvement Plan"
