BRUNEI DARUSSALAM TRANPORTATION

The Transportation Sector includes Port/Maritime, Civil Aviation (Airports/Airlines), and Land Transport Sub-Sectors.


PORT AND MARITIME
  • Challenges and the objectives of maritime transportation are to minimise the risk of Y2K Problems in the Maritime sub-sector and to ensure that ports and shipping operations are smooth and safe.
  • The Ports Department and the Marine Department have both taken the necessary and appropriate action to minimise the risk of Y2K problems affecting ports and the maritime services.
  • All shipping agencies have been made fully aware of the Y2K Problems. Shipping agencies have taken steps to ensure smooth operation of their equipment. In general little risk is anticipated because most shipping agencies equipment are manually operated and the systems used are still manual.
  • The IT systems used in Ports Department as well as the Marine Department are still currently limited to standalone PCs. Replacement and upgrades required for these PCs have been completed. Cognizant of the implication of the Y2K problems, the Ports department and the Marine department has undertaken further appropriate actions/remedial measures to address any Y2K related concerns in the delivery of the port and maritime services.
  • As previously reported no major problems are therefore anticipated for the Ports and Maritime Sub-Sector. The additional work done by the agencies concerned reaffirm the full Y2K readiness (GREEN) level reported earlier for this Sub-Sector.

 

CIVIL AVIATION (AIRPORT AND AIRLINE)
  • The latest updates indicated that DCA has now completed all their critical Y2K remediation projects. It has also complied with the International Civil Aviation Organisation (ICAO) requirements. They also have their contingency plan in place for the Air Traffic Services which include Supplementary Letter of Agreement with Malaysia. The Contingency Plan conforms to the ICAO standard guidelines.
  • DCA has successfully conducted a live Y2K roll over tests on the critical systems at Midnight and early morning of 12 th November 1999 which was observed by the BPMMY2K Chairman and several members of the BPMMY2K Secretariat.
  • The latest updates show that DCA has now achieved the full Y2K readiness status (a change from the AMBER rating given in the previous report).
  • The Royal Brunei Airlines (RBA), has had a formal Y2K Program since March 1998. RBA has been rated to have already achieved a full Y2K readiness status (GREEN) in the previous report.
  • RBA has made further improvement on its contingency plan. As further reassurance, RBA has presented its latest Y2K readiness status and contingency plan to the Chairman of BPMMY2K, several members of the BPMMY2K Secretariat and the Brunei Association of Banks on the 7 th December 1999. The briefing was followed by Y2K roll over demonstration on RBA's IT system.
  • RBA stated that they have also actively involved in the International Civil Aviation Organisation (ICAO) contingency plan. RBA's has also set up its Y2K Operation Center which is located at Brunei International Airport.
  • RBA is confident that their aircraft will not be affected by Y2K problem. This is supported by reports form the Boeing Company's demonstrations on the Airline's 767 and 757 aircraft. In addition The US airforce , Japan Airlines (JAL) as well as All Nippon Airways have also done demonstration on the similar aircraft.
  • International and regional schedule flights would be operating as usual during the changeover to the new millennium. Any cancellation and rescheduling of some flights have been made strictly based on low demand for seats on the millennium roll over dates.

 

LAND TRANSPORT
  • As of now the Land Transport Department (LTD) declared that it has achieved 100 % Y2K readiness (GREEN) from the 65% completion (AMBER) previously reported.
  • The major Y2K project carried out by LTD is the upgrade of its computerised Land Transport Information systems (LATIS) which is now 100% completed.
  • In view that all critical Y2K remediation works in each of the sub-sector under Transportation Sector have all been completed, it is therefore concluded that this sector has now achieved full Y2K readiness status (GREEN), a change form AMBER rating given in the previous report.
