BRUNEI INDUSTRIAL DEVELOPMENT AUTHORITY : ACHIEVEMENTS
Today, twelve years since its formation, BINA has managed to achieve a considerable measure of success in what it originally set out to do. In putting these achievements in perspective, one has to bear in min e circumstances Brunei has to contend with, the most critical of which is the local market which is approximately about 300,000 people compared to our regional neighbours.

BRUNEI INDUSTRIAL DEVELOPMENT AUTHORITY : FUNCTION
To support the execution of those roles, BINA has to perform four primary operational functions. These four are:
- To provide and manage industrial sites which are critical to the establishment of industries. To date, BINA has 9 industrial sites located in all its four districts totaling close to 375 hectares. Out of that total, 266 hectares has been fully developed with basic infrastructure (road system, drainage system, electrical power supply, telecommunication facilities, sewerage system and water supply) while the balance is either currently under development or in the planning stages.
- To welcome and process applications from local and foreign business ventures who wish to set up industrial activities requiring its industrial sites. In that process, BINA also coordinates with other government agencies for various approvals such as pioneer status, certification, tax exemption, labor licenses, miscellaneous licenses, etc in order to expedite the total time taken for a project to begin operations.
- To provide training and counseling for local entrepreneurs to gain and upgrade their knowledge in areas of enterprise management as well as technical capabilities. In this pursuit, both local and foreign professional consultants from various disciplines have been hired to give the necessary training and counseling needed.
- Last but not least, BINA supports the formation and development of cooperatives which it believes has a big and important role to play in the industrial development process as can be seen in neighboring countries such as Malaysia, Indonesia and Singapore.

BRUNEI INDUSTRIAL DEVELOPMENT AUTHORITY : FUTURE OUTLOOK
From what has been presented so far, BINA's drive for industrial development is fairly limited in comparison with its regional neighbours where is measured in billions of dollars. But we can take heart from the fact that at least we have started the momentum going. From here, BINA, other government agencies and the business community should work even harder with each other to create a more conducive business climate and produce more dynamic, competitive enterprises and entrepreneurs to achieve that golden dream, economic diversification.
This is especially more relevant with the opening up of international trade through multi-lateral regional and international trade agreements such as APEC, WTO, AFTA, & BIMP-EAGA at the beginning of the next century. While it is true that it provides our local companies with a larger market, it will also expose them to a very, very competitive environment. |
